No a heatsink is not required, The Pi3 has been reported to generate more heat than previous models, but the heatsink is not required. The Raspberry Pi 3 B+ was designed to run without a heatsink or fan. The processor and operating system use clock speed throttling to keep temperatures within a safe operating range and should the temps rise beyond normal, the CPU will be throttled from 1.4GHz down to 1.2GHz.Sep 5, 2018

Heat sinks should be installed at least on the two main components of the Raspberry Pi: the CPU and the LAN Chip. Some kits also provide a heat sink to put on the back of the Raspberry Pi.
