Is VGA the same as D sub?

To directly answer your question, no but the 15 pin D Sub connector is the one used for VGA output. VGA is an analog transmission type standing for Video Graphics Adapter and the connections use a 15 pin D-Sub connector but there are a whole series of connectors in the D-Sub family.
